There's a federal law that requires every college (public and private) that isn't in a same-day registration state to make a good-faith effort to distribute voter registration forms to all students. Colleges can comply by emailing all students information on how to register to vote with a link to where they can either register online or download the form.
Has your college sent you an email with information on how to register to vote? Could you post the email in comments? And if not, could you post that in comments and ask your Dean of Students if they are going to do so?
The law is the Higher Education Opportunity Act of 1998 (as amended in 2010) and the citation is 20 U.S.C § 1094(a)(23)(A).
