As soon as John Hickenlooper certifies the election, every adult over the age of 21 will be able to possess an ounce of marijuana. It will be part of Colorado's constitution - Amendment 64.
It will still be against federal law, but all State enforcement having to do with the sale of marijuana will be the concern of the Colorado Department of Revenue. Marijuana will no longer be the concern of criminal law enforcement, and since the DEA is only effective to the extent local law enforcement assists them, all law enforcement concerning marijuana will stop in Colorado in the next 30 days. The DEA may do some work on their own, but every task force devoted to marijuana enforcement will have to focus on meth, cocaine and other hard drugs. Sweet Mary Jane is no longer a menace to society in Colorado!
The best example of this is Boulder County. The County Sheriff kicked the DEA out years ago, and at this point the only enforcement actions are based on zoning infractions, e.g. an area is zoned for one marijuana grow every 1000' and there are eight in one complex. Seven grows have to close. Each of the operators is fined a $100.00 and the landlord and his real estate broker get a lecture from the Zoning and Environmental Enforcement officer. No arrests, no criminal records, they don't even confiscate the plants or the weed. The growers find new space or simply wait for zoning enforcement to come around in 2013 and pay the fine again.
I don't know what is going to happen with the Feds, maybe they will take away our highway funds or whatever, but the Colorado Constitution now says that I can grow six plants and can have a ounce of weed. No more medical marijuana cards, no more hypocrisy, just great legal weed. I am going to smoke a joint of Skywalker Kush and start looking for 10 acres where I can put up a couple of Greenhouses. This is going to be great for the economy.
I hope that the rest of the country follows in our footsteps and the dumbest part of the drug war can end. Maybe we can end three wars during Obama's tenure.
