Republican Congressional districts, Senate districts, and States should be targeted first.
Every financial consequence of not governing should be felt in those districts first.

The President should determine consequences for failure to govern on fiscal issues facing the majority of Americans.

Just like the Treasury Secretary is coming up with ways to postpone the debt ceiling
The President can come up with austerity policies that can be implemented on a limited basis.

 This will be implemented in 2 stages.

First stage:

The sternly worded letter sent to each constituent of Republican congressmen, senators,and governors outlining policies to be enacted in their districts.

This letter should outline all the things that the majority of Americans support and that their representative is voting against.
Outline and explain the benefits of the President's policies to get the economy on firmer footing.
Job creation, stronger safety net, more cops,teachers,first responders.
This can also be communicated with an ad campaign

That is the carrot now for the stick

Outline all the policies that will be enacted in their districts to create the austerity their representatives are voting for and how it will affect their districts

No defense spending including any payment to military contractors.
No government help for social security, medicare or medicaid issues.
Instant tax collection of taxes due and precollection of anticipated taxes.
No unemployment checks.
No government funds for anything.
Furlough of all district government workers.
No federal reserve lending to district banks.
Temporary closing of all military bases along with relocating base personnel.
Bill state governments for implementing Obama care.
No state aid for government projects.
Shut down all federally funded infrastructure projects.

These informational letters can be sent multiple times along with the timeline for implementing these policies.

Just like dealing with terrorists you have to put sanctions in place and then tighten the restrictions until you get results.

The second stage:

Actually implement policies that will cause the pain these representatives vote for.
This implementation should hurt the ones that will scream the loudest.
All these policies can be moderated or scheduled so they don't affect the least able to handle the catastrophic results.
