I know I've upset some Kossacks with my skepticism about the Postal Service's existing business model. Well, here's a service we had in the past that could help fund a lot of the Postal Service's functions.
Between 1910 and 1967, the U.S. had a postal savings program. A number of advanced industrial countries still have them, including Switzerland and Japan. A postal savings bank could subsidize many of the USPS's unprofitable but useful operations, and might provide capital for infrastructure projects.
