Washington works in mysterious ways. It's full of hidden passage ways, covert connections, trap doors, and of course, revolving doors.
The revolving doors that exist between the financial sector and the regulators who are supposed to police them keep spinning faster and faster. Somehow it seems it's always the foxes who end up keeping watch.
