Health Exchange legislation is coming to Minnesota. With a majority of Democrats in the House and Senate and a Democratic Governor Mark Dayton, passage is assured.

The House has already passed their version of the bill. Today is the Senate's turn. But the Republicans are going to put up a fight. 95 Amendments have been filed. Many of the the first couple hours have been dealing with the composition of the board that will decide which insurance companies plans may compete in the health exchange. The Republicans have jumped on a prevision of the bill that limits licensed insurance agents from serving on the board (conflict of interest provision).
The Republicans want insurance representatives to determine the composition of who gets to offer insurance within the exchange.
One tactic I have seen repeatedly so far is Republican minority members have been asking first term Democratic Senators to yield for questioning and then bombarding them with leading questions.
