There is concern that Democrats could fold on this in the Senate-
The Republican threat to try and force the President’s hand reflects the stronger-than-expected support for Keystone in a Senate vote 10 days ago when 17 Democrats joined Republicans in a pro-pipeline, though non-binding, 62-37 vote in the 100-seat Senate.

The Keystone XL pipeline would carry almost nine times the barrels of oil as the Pegasus pipeline. The first oil spill came Wednesday, when a train reportedly carrying tar sands oil spilled 15,000 gallons in Minnesota. Also this week, Exxon was hit by a $1.7 million fine for a pipeline that dumped 42,000 gallons of oil in the Yellowstone River in 2011 (the fine itself is a small hinderance for a company that earned $45 billion profit last year).

It's worth noting that headlines about "oil spill in Arkansas" are not really giving the context of it: the "dilbit" that was spilled is one of, if not the dirtiest forms of crude oil (depending on exactly what other chemicals were used in that particular blend of dilbit)
