Does anyone know if a policy of the military and government services only buying and using ammunition with distinctive, verifiable chemical signatures (or even in specific exclusive package formats) is something that could be implemented from the Federal level without running it through Congress?
My thinking is that as the largest consumer of ammunition, one could set specifications for the ammunition and its container formats - and negotiate prices. That would lead indirectly to design changes in parts of the weapons industry. Handled carefully, this could lead to limited magazine sizes and formats, tagged ammunition, control over weapon and ammunition availability ("if ammunition or magazines of the following types used in street crime is traced to your company and you choose not to co-operate with appropriate agencies, you will lose all military and police contracts within that state"). All of this might be possible to do without making law. Just a thought, I guess.
Okay - so I'm naive and stupid. But is there a way that such things could be done?
