As part of it's effort to promote the removal of anti-personnel mines from previous conflict areas, the U.S. State Department has funded a video featuring Angola. The editing of the footage, intercutting the story of a little girl, blinded and disfigured by an explosion, with an on-going demining operation is not completely successful. Perhaps the cameraman was inexperienced.
However, the accompanying verbiage from the State Department is just plain callous.
Landmines and unexploded ordnance inhibit development, disrupt markets and production, prevent the delivery of goods and services, and generally obstruct reconstruction and stabilization efforts. By removing these deadly hazards, we can encourage the socio-economic development needed to further the larger goal of promoting stability and security.
But then, the title,
Surviving the Peace does not leave one with the impression that peace is the objective. "Stability and security"--that's the ticket, people secured in a stable.
