Yes – If she can obtain a majority of Democratic convention delegates in competition with the candidate offering to Democratic primary voters the following contract:
By signing this Contract, I, Al Gore, hereby:
• Declare my candidacy for the 2016 Democratic Presidential nomination.
• Pledge to personally contribute to my primary campaign up to 100 million dollars to match contributions received from other contributors.
• Pledge to devote all unused campaign funds to promoting the policies summarized below.
• Declare the following key positions, which
--I will pursue as a candidate, nominee and/or President,
--I will demand be planks in the Democratic Party platform, and
--I will demand be adopted by any other Democratic candidate for President or Vice-President as a pre-condition of receiving my support (and the votes of convention delegates that I control):
1. World War III: against Climate Change
2. Civil War II: against suppression of voting rights -- of all citizens (including ex-convicts) to easily vote, without discriminatory Gerrymandering, including direct popular election of U.S Senators, the President and Vice-President.
3. Church Commission II: to uncover abusive surveillance, detentions, renditions, assassinations and whistle-blower persecution by, and to strengthen and broaden congressional/judicial/electoral oversight of, the national security state.
4. Glass-Steagall II: to prohibit insured deposit-taking banks from proprietary trading, and to break up every financial institution entity that is too-big-to-fail, too-big-to jail, or too-big-to-prosecute.
5. McCain-Feingold II: to prohibit anonymous, and to tightly restrict corporate, spending for the purpose of influencing election results and governmental decision-making, and to expand public financing of elections.
6. Obamacare II: to add a federal public option to any amendment of the Affordable Care Act.
7. Prohibition Repeal II: to repeal all marijuana prohibitions and penalties, to expand hard drug and alcohol counseling and rehabilitation resources, funded partly by taxes on marijuana, other drugs and alcohol.
8. Social Security II: to eliminate the cap on earnings subject to payroll taxes, to extend payroll taxes to cover capital gains and interest earnings, and to reduce payroll tax rates for all taxpayers.
9. Trans-Pacific Partnership II: to eliminate fast-tracking, and increase transparency, of all international trade agreements.
10. Dream Act II+: to pass the original Dream Act, and to cease all deportations of parents and caregivers of U.S. citizens, at least until the passage of comprehensive immigration reform.
