If you gave a portion of that money to every request for money, it would be $300mil/14billion or 0.02142 or 2.20%.
Hoboken got $350k of that $300 million. That is $350k/$300 million or 0.0012 or 0.12%.
So, Hoboken if portions of money was given proportionally, should have gotten 2.21% but actually got 0.12%.
0.12%<2.21%. Alot less then the money they should have gotten proportionally for all requests, and 0.12%<0.71% a bit less then their proportion of all requests.
