Scott Wharton, D-Amanda, has filed petitions at the Franklin County Board of Elections to challenge incumbent U.S. Rep. Steve Stivers, R-Upper Arlington, in this fall’s general election for the 15th Congressional District seat.
“Congress exists to solve problems and to get the job done for all Americans. I’m running because by all measures our representation in Washington is failing regular people,” Wharton said.
“Unfortunately, my opponent is in the thick of the dysfunction. While his allies and donors in corporate America profit greatly from today’s economy, too many people back home, here in Ohio, are still feeling the effects of the last recession,” Wharton said.
“What we’ve gotten from Steve Stivers and a do-nothing Congress is partisanship and a government shutdown,” Wharton said.

A focus of Wharton's remarks was on the partial government shutdown last month due to a Republican-led effort to tie funding of the government in its continuing resolution to a defunding of the Affordable Care Act, commonly known as Obamacare.
While initially supporting this strategy, Stivers eventually voted yes on raising the country's debt ceiling and passing a continuing resolution right as the deadline hit before the United States risked default on paying its bills.
Wharton slammed Stivers for statements alleging no serious damage from the shutdown, "when according to Standard & Poor's, the shutdown cost around $24 billion and 900,000 jobs."
"The Affordable Care Act represents only 1.3 percent of the federal budget next year, meaning the Republicans furloughed thousands of federal employees for a nominal portion of the budget," he said. "Republicans once again put partisan politics over the people they were sent to Washington to represent."
