It's all but official:
Facing a rebellion over his latest debt ceiling proposal, Speaker John A. Boehner has told House Republicans that he will bring legislation to a vote Wednesday that would raise the government’s borrowing authority with no strings attached.
Boehner had hoped to link the debt ceiling increase to a measure that would restore benefit cuts for military retirees, but his caucus refused to get behind his plan. Democrats broadly support restoring the benefit cuts, but it makes more sense to link that measure to something like restoring emergency unemployment benefits, so they are understandably pleased with the decision. That said, Ed O'Keefe of The Washington Post tweets that Democratic leaders told members not to taunt Republicans over their cave:

Fortunately, we're not members of Congress, so yeah, it's time to celebrate, because any day a sorry sack of fools like House Republicans get smacked in the face by reality, it's a day to celebrate.
