The FCC could nullify the effects of Citizens United & McCutcheon on election if they Wanted too.
It is Really Rather simple . All they would need to do is reinstate the Fairness Doctrine introduced in 1949 and the Equal time Rule that originated in §18 of the Radio Act of 1927; it was later superseded by the Communications Act of 1934

In Light of effects Citizens United & McCutcheon on campaign advertizing it is time to Reinstate or enact a revised form of these critical FCC rules to assure a fair and balanced elections in the future. This should become the centerpiece of any parties election reform platform that wants to be taken seriously by voters...

I remember , that many people were questioning the purpose of the Hard Push that the FCC was getting from the Republicans to drop the Doctrine and revise FCC rules. At the time their seemed to be no real logical reason to remove the Doctrine. It was one of the first things that their newly elected congressional super-majority did. Everyone assumed it as a right wing resentment because the doctrine had been widely used to counter Political moves that they made. Now their agenda has become clear as the the Bush appointed Conservative Supremes handed out the Citizens United & McCutcheon rulings.
