For the second or third time since the Russia military buildup on Ukraine's eastern border, Russian President Vladimir Putin has announced that Russian military forces were withdrawing from the border.
But the Russian military forces did not withdraw - the NATO and US satellites can see whether any such announced withdrawal is in fact happening on the ground and each time Putin says they are withdrawing satellite surveillance shows otherwise.
Perhaps President Putin is not in fact in control of the Russian military. Maybe Russian military commanders no longer take orders from President Putin and for their own reasons they are refusing to withdraw from Ukraine's eastern border.
Not likely, but that would be one explanation for why when Putin claims his military is withdrawing, it in fact does not withdraw.
