Hold it in a National Park or Forest with proper permits from the Federal Government. Make the location close enough to the state line that getting fuel/food top ups is not an issue.
Haul in stage and other accoutrements from across the border too. A nice nose twist is to do it by Mexico and hire companies there to bring us the entertainment.
But if we use RV's we can also hook up with activists in Phoenix and use their property to park them as to avoid lodging fees. Most large RV's should make it to Phoenix and back on one tank, especially the diesels.
And if Markos would not be at risk from rounding up of the Jews Arizona's unjust law then he could theoretically bike in, water is an issue.
So it could be done in order to support activists there. But there is still the racism issue. I know the atmosphere there could only have gotten worse than when I lived there. Literally the last time I wore a dress was to go to a job interview in South Phoenix for a hydraulic company. Afterwards I was stopped by police on the way to the bus stop and told if I was seen again I would be arrested for manifesting prostitution. So I know worse is really worse there.
Personally I know physiologically I can't attend an event in those temperatures so the point of me going is moot.
I could see doing a Freedom Rider style event in order to support activists there. But we would not have with us a significant portion of our cadre as they would be at risk due to
