There was a gun fight inside Parilament which is now in lock-down. They believe that a shooter is still in the parliament buildings.

The soldier who was shot [shortly before 10:00 am EDT] in Ottawa Wednesday morning is a reservist serving in Hamilton from the Argyll and Sutherland Highlanders of Canada, a source has told CBC News.
Members of the Argylls were standing guard at the National War Memorial in Ottawa this week. “The call came in that one of the soldiers has been heard from and is OK,” the source said. No information has been released about the soldier who was shot, the source said.
This is caucus day in Parliament so many political leaders were close together in the building.
A soldier was shot while on guard in front of the Ottawa War Memorial. Three soldiers were shot, one has died of his wounds and the other two are in stable condition.
Ottawa police confirmed shots were also fired in three locations: the war memorial, inside Centre Block and near the Rideau Centre east of Parliament Hill, although earlier reports of shots inside the shopping mall have been denied by police. The downtown area remains in police lockdown.
Canada used to require all long arms to be registered with the government regardless of their category, but that provision was controversially repealed by Prime Minister Harper's government in 2012.

UPDATE: Multiple conservative commentators have claimed that this article and my subsequent discussion of it are about this morning’s shooting of a solider in Ottawa. Aside from the fact that what I wrote is expressly about a completely different incident – one that took place in Quebec on Monday – this article and my comments were published before this morning’s shooting spree was reported. So unless someone believes I possess powers of clairvoyance, the claim that I was commenting on the Ottawa shooting – about which virtually nothing is known, including the identity and motive of the shooter(s) – is obviously false.
With regard to GG's article, it should be noted Canada's former Prime Minister Chretien refused to send troops to Iraq or to participate in "Shock & Awe" and many Canadians revere him for that.
I agree with GG on our inability to properly define "terrorist" and wonder when we stopped using the terms "lone gunman" or "crazed shooter."
