Because of my mood at the time I heard of this farce, I thought to myself, "Yeah, money for the 'right' type of people." My definition of the word right is giving to those who deserve help by a set of rules a handful of people make up and who can change their minds when it suits them.

Gov. Dennis Daugaard said it is to assist
businesses who have trouble filling certain jobs. Daugaard never had interest in helping all the kids in public schools when he cut funding from them a few years back, then reinstated the old high levels one or two years ago. I don't know if the current funding has increased or stayed the same. There are matching funds coming from the state's unemployment coffers for this scholarship, though.
When I heard about this Build Dakota Scholarship scheme, all I could see coming out of the halls of education were white men. But by the numbers KELO.com had on their website listing previous work-force plans, it's not going to be as many as I would have guessed.
...the state partnered with a private recruiting firm for a state initiative called South Dakota Wins. State leaders gave ManpowerGroup recruiters a $5 million contract to fill 1,000 jobs. Daugaard claimed the plan would have a $120 million impact on the state. When the contract ended in May. Manpower had filled about 175 jobs. KELO
A heads up if you want to take advantage of the scholarship you will be required to be in the state of South Dakota for three years after graduation. (Serfdom and/or bigot recruitment?) I didn't see any specifics if you would also have to have a job you studied for. They also haven't decided yet which programs will be eligible for the scholarship, either. Again, the ones in control of this scheme will decide.
