Dog Whistle Politics
Amanda Lohrey writes that the goal of the dog-whistle is to appeal to the greatest possible number of electors while alienating the smallest possible number.

Example
You start out in 1954 by saying, "Nigger, nigger, nigger." By 1968, you can't say "nigger" — that hurts you. Backfires. So you say stuff like forced busing, states' rights and all that stuff. You're getting so abstract now [that] you're talking about cutting taxes, and all these things you're talking about are totally economic things and a byproduct of them is [that] blacks get hurt worse than whites.

Example Rahm
“[Garcia] voted for the biggest property tax increase in Chicago history,” the Emanuel campaign declared in a series of mailers. “Then he got in BIG trouble.”
Not increasing taxes help pension plans will result in cuts as Rahm well knows but Say Anything to get elected. Even if Property tax increase rings like a Dog Whistle to property owners who happen to mostly White.
I’d wager most voters have also forgotten it was Gov. Pat Quinn, with an assist from skittish Chicago aldermen, who helped save Emanuel from what we now can see in hindsight would have been a potentially fatal blow to the re-election chances of the mayor and many of those aldermen.
“No can do,” Quinn told reporters after Emanuel proposed increasing property taxes $50 million each year for five years until it reached $250 million — an extra $750 million in taxes cumulatively during that period. Emanuel also tried to stick Quinn and the Legislature with the job of requiring the tax increase instead of leaving it up to the City Council.

But hey Racists are stupid, have short memories, don't read the newspaper and definitely don't double check the facts.
But but I live in a nice neighborhood in Chicago I own a home I can't afford higher property taxes.
The Mayor lives in a nice Chicago neighborhood his son got mugged near his home Chicago
April 2, 2015
CHICAGO — After recording the fewest murders in decades last year, violence is soaring: a 40% increase in shootings and 29% more homicides in the first three months of the year.
The city has recorded 355 shootings this year as of Monday compared with 253 shootings for the first quarter of 2014, according to crime statistics released by the Chicago Police Department on Wednesday.

Just try selling your house for the price you paid for it during the real estate boom as long as Chicago's murder rate keeps growing.
Penny wise it is to not spend money on 1,000 new police like Garcia wants, Pound foolish especially if you are a home owner not too.
Maslow's Hierarchy of needs states that Security is the first need that must be met before any other needs can be met.
If people are thinking logically this election then they will vote Garcia but if they are thinking emotionally the negative emotions especially greed (taxes) Hate ( why do I pay taxes for city worker pensions code for mostly Dark People ) then they will see Rahm as their best bet to security.
But how will Garcia pay for 1,000 new police and workers pensions?
Tax pot? $100 million to $499,999,999 in revenue a year if Illinois taxed pot
http://www.nerdwallet.com/...
Now then if Chicago was the only part of Illinois pot was legal we might not make $100 million but we might make more as people from the Chicago Suburbs, Downstate, Wisconsin, Indiana all take the train in to score. Next how many people are scared of flying sell pot at O'hare and Midway airports and you will make a fortune, plus lets not forget the Grateful Dead are coming to town this summer ( can't afford a ticket sob) that alone should raise a few million if pot is legalized and taxed in time.
Plus lets sue the banks something Rahm who brags about making tough choices is unwilling to do.
By taking legal action against banks that have engaged in toxic swaps and taken advantage of an economic crisis of their own creation, Chicago could recover all of the money paid to these banks, as well as any future payments or termination penalties. This would be worth up to $800 million, which includes estimated net payments of $534 million from the city and $237 million from CPS on the swap deals through last August.

Next no more letting Rahm spend Chicago's money on stupid stuff like DePaul a Private University's basketball rink and a nearby private hotel $55 million dollars.
You would think that after the way the last Mayor used Chicago Funds on private projects to enrich his family that we would have gotten wise by now.
Mayor Daley ran up deficits when before Chicago budgets produced surplus by investing Chicago money in private projects that enriched his family. We would not be talking about cutting pensions if Daley's projects actually returned money with interest back to Chicago's budget.
Can we afford to trust that Rahm is a better investor that Daley? The vote for Chicago's Mayor will be a test to see if Logic or the Negative Emotions (fear, hate Greed ) rule Chicago.
Chicago's election will also be a test of the integrity of our voting machines.
There is no way the the Mayor during the worse rise in crime in my lifetime gets the African American vote hugging Obama does not trump getting shot at.
Rahm was against Obama helping Immigrants before he became Mayor Mexican Voters have not forgotten.
Rahm collected millions in red light camera fines but has been caught breezing through red lights, never paid a penny in fines until he was caught and it made the tv news.
