Despite citations from the Department of Justice, Stephanie Karr had operated as a district attorney who chose to continue prosecutions that the Department of Justice thought went above and beyond, in some cases practicing political and court payback for opposition.
FERGUSON • More than a year after the Justice Department accused Ferguson's municipal court of numerous constitutional violations and singled out Stephanie Karr for her role in it, the city is taking steps to remove her as prosecutor.
Stephanie Karr had been viewed negatively in the DOJ report, which is summarized by Huffington Post here: www.huffingtonpost.com/… she had been targeted by protestors and social activists as being part of the problem with the way in which the city handled treatment of residents.

In March 2015, the Justice Department accused Karr in a report on Ferguson's police and court practices of retaliating against lawyers who challenged her and dismissing tickets for friends.
As the city debated earlier this year whether to approve an expansive agreement to reform the police department and court, protesters targeted Karr after the City Council voted 3-2 to appoint Laverne Mitchom, a retired educator who attended some protests, to a vacant council seat. Karr had essentially blocked the appointment by saying four votes were needed.
Now, for the city of Ferguson, there is hope that they close one chapter and move on, putting the residents of their municipality first. For residents who had hoped to place more community members into the local government, one significant anchor that held them back looks as though it may soon be lifted.
