Today, the House passed the FY2017 Intelligence Authorization Act, also known as the “Black Budget” since its exact details (e.g., line items) are not made public. It authorizes the CIA, ODNI, FBI, and NSA, and related programs in other departments.
I have not seen a topline for the bill, but I would assume the bill is more expensive than the roughly $54 billion of the FY16 authorization.
As usual, it passed by a large margin: 371 to 35. Xavier Becerra (CA-34) voted present.
11 Republicans and 24 Democrats voted against it.
Here are the 24 Democrats:
Earl Blumenauer (OR-03)
Mike Capuano (MA-07)
Katherine Clark (MA-05)
Yvette Clarke (NY-09)
Pete DeFazio (OR-04)
Suzan DelBene (WA-01)
Mike Doyle (PA-14)
Keith Ellison (MN-05)
Sam Farr (CA-20)
Tulsi Gabbard (HI-02)
Alan Grayson (FL-09)
Raul Grijalva (AZ-03)
Mike Honda (CA-17)
Barbara Lee (CA-13)
John Lewis (GA-05)
Ted Lieu (CA-33)
Zoe Lofgren (CA-19)
Jim McDermott (WA-07)
Jim McGovern (MA-02)
Mark Pocan (WI-02)
Jared Polis (CO-02)
Jan Schakowsky (IL-09)
Mark Takano (CA-41)
Pete Welch (VT-AL)
Last year, 36 Democrats had voted against it. What accounts for the difference?
9 Democrats who voted against it last year now voted for it.
Janice Hahn (CA-44)
Jared Huffman (CA-02)
Alan Lowenthal (CA-47)
Gwen Moore (WI-04)
Frank Pallone (NJ-06)
Chellie Pingree (ME-01)
Nydia Velázquez (NY-07)
Bonnie Watson Coleman (NJ-12)
John Yarmuth (KY-03)
5 Democrats who voted against it last year were not in attendance:
Karen Bass (CA-37)
John Conyers (MI-13)
Chaka Fattah (PA-02)
Beto O’Rourke (TX-16)
Maxine Waters (CA-43)
And then two Democrats who voted for it last year now voted against it: DeFazio and Farr.
