A Michigan Court of Appeals panel has ordered the Board of State Canvassers to reconsider and reject a recount petition filed by Green Party candidate Jill Stein, ruling she did not meet the qualifications for the request because she has no chance at winning the presidential election.
The recount isn't apparently halted yet, but could soon:
The three-judge state panel ruled Stein does not meet the definition of an “aggrieved” party necessary for a proper recount petition
Stein could only be considered aggrieved if she lost an election she otherwise would have won were it not for errors in the certified vote count, the court said.
The court is ordering the Board of Canvassers to (apparently retro actively) reject the recount:
The Board of Canvassers had a clear legal duty to reject Stein’s petition “because she has not alleged, and cannot allege in good faith, that she is ‘aggrieved on account of fraud or mistake’ in the presidential election,” according to the opinion.
The previous federal court ruling isn't in conflict because it allowed for the Michigan courts to:
“If, subsequently, the Michigan courts determine that plaintiffs’ recount is improper under Michigan state law for any reason, we expect the district court to entertain any properly filed motions to dissolve or modify its order in this case,” said the 6th Circuit Court opinion.
The board is scheduled to meet at 9:30 a.m. Wednesday.

Full disclosure I'm happy to see this ending the facts are I trust the elections in my state (MI) and I find it disgusting to see Stien taking advantage of angry Hillary supporters to raise money and use it to force a recount that costs state taxpayers millions.
These recounts are a pure publicity grab by Stein and do nothing to ensure confidence in the vote. They just are breeding more conspiracy theories about bad machines, lost ballots, undervotes… they are doing nothing to improve voter confidence in the results or to change them in any meaningful way. It's a waste of time and money better spent elsewhere.
I’d rather see the millions go help Flint then be squandered looking for a few extra votes that maybe got missed along the way.
