I have suggested in the past that Democrats would be happy with between $50 and $75 Billion of spending per year for 10 years on infrastructure which they would control. To get that they would be willing to let the Ryan tax plan go through if it is scored by CBO as revenue neutral. That gives the Republicans great leeway to design the plan as they see fit. This domestic spending could then be matched with spending on military refurbishments (first and primarily) and excess to new spending. I believe that offer is still on the table.
Politicians need to realize we have to work together to get useful things done for America. This is one area where there is clearly a significant degree of consensus. It is time to get it underway by agreeing in concept, so the legislative parties can begin their work.
