As of close of business Friday, the Trump administration had appointees confirmed to 10 of those positions.
There were 14 more nominations that had been formally sent to the Senate that were pending.
For the other 525, no nominations had yet been made.
It is not Democratic obstructionism holding up the staffing of this administration.
It is the utter incompetence of the President and his key staff.
The numbers do not lie.
After one month in office, more than 3 months after winning the election, the President has only sent up nominations for 4.37% of the positions he needs to fill.
