This explains the truth about Cheney's assertion that vaccine companies don't produce out of fear of litigation.  I think he is misled on that issue, the only company that faced a large number of possible litigations was the company that produced the MMR, thought by many to contribute to the rising cases of autism.  The Patriot Act prevented these lawsuits.
