Electoral-vote Cleveland Absentee ballot

If you picked the one I colored in green, congratulations, you just threw your vote away. The one in red is the correct choice to vote for George Bush. Blue is for Kerry."

Is this correct? It looks like two docs, based on the paper color. The paper on the left is distorted. I see this being cited by the usual suspects as evidence of fraud on the part of the Democrats, but it doesn't smell right. Can anyone on the ground in Cleveland shed some light on it? If it's garbage, we need to give e-v.com the evidence so they take it down. If it's not garbage, WTF?
