Washington Times: Rusky special forces moved 380 tons of explosives

Just flipping by Fox a few seconds ago and Gretta was trying to get comments on a story that will be published by the Washington Times in about an hour. The story goes that Russian Special forces were seen moving the explosives from their depot into Syria. Supposedly this happened just before we launched the war effort.
Anyone have any additional info on this? On the face it seems like a bad lie by the administration. If people start to ask questions it will fall apart quick. Why didn't we bomb the trucks? Why would the Russians care to move those explosives? Why didn't we confront them at the time if we knew about it?
It stinks, they know it stinks, but will it hold off the hounds for the weekend and through the election. Is this the wage the Rove moment of this election?
