What if Bush takes responsibility?

I don't think it is in Bush's nature to accept responsibility for things that go wrong, but what if his advisors are able to trump his judgement (it's safe to say that's possible) and convinve him to just acknowledge that he bears some of the responsibility for 9/11?

If he does this, what do you think will happen as a result?
