Is the entire bureaucracy against Bush?

I've been noting the reports about the CIA being particularly hostile to the rest of the gov't post-Plame, and recent stories about how everyone's stopped talking to one another, and decided to look a little deeper.

Looking at the whole government... I think Bush has a serious problem. They've all got strong reasons to be upset right now.

A (long) list of problems, sorted by agency/administration/directorate, in no particular order:

CIA:
  • Ignored pre-9/11 about terrorism
  • OSP bypassing them when neocons didn't like what they heard
  • Yellowcake line getting into SOTU
  • Yellowcake line blamed on CIA, Tenet told to be the fall guy - not that anyone believed it
  • Novak exposing Valerie Plame's identity - straw that broke the camel's back
  • 9/11 commission testimony from Rice, Ashcroft, Freeh, others trying to blame CIA for not getting information across

    EPA:

  • All open positions (including director) filled by oil, logging, mining lobbyists
  • Authority undercut on everything
  • "Clear Skies", "Healthy Forests", etc bills severely damage environmental regulation
  • All reports are totally rewritten by in-house ideologues, if any truth survives, it's disputed by White House and others
  • Not being allowed to prosecute offenders of even the weakened statutes due to interference in Justice
  • Massive funding cuts

    IRS:

  • Not being given money to investigate terrorist funding
  • Tax code changes increasing complexity
  • Not being allowed to go after certain offenders who're Friends of Bush - Enron and other companies' CEOS, primarily

    Treasury:

  • Going through Treasury Secretaries almost as fast as counterterrorism czars
  • Vast distortions of true costs of proposals
  • Being used for election-year propaganda on Kerry's tax plan - using federal resources illegally, forcing federal employees to unlawfully work for the campaign on gov't time
  • Deficit insanity

    FEMA:

  • National Guard vastly overextended in Iraq, leaving nowhere near enough in the US if an emergency hits
  • Allies in EPA and NG in bad shape
  • Concern about increased terrorism chances due to Iraq War, lack of port security

    FBI:

  • Ashcroft trying to keep it under his personal control
  • Getting a lot of blame for pre-9/11 failures
  • Internal structural issues being dragged out into the open
  • Not getting support for anti-terror activity
  • Probable restructure, intelligence side to be split off

    Defense:

  • Soldiers and Marines getting killed because of civilian overseers' ineptitude at planning and hewing to ideological idiocies
  • Recruiting numbers dropping through the floor, vast numbers of personnel not re-upping
  • Absences, desertions and mutinies increasing
  • Draft likely, to great dismay: conscripts are inferior in every regard, costs are vastly higher, large amounts of training time proportional to time served, etc, etc, etc
  • Reserves and National Guard essentially drafted, poorly equipped, low morale, huge numbers want out, none want in
  • Shinseki fired for telling the truth
  • Funding for Iraq and Afghanistan pushed back months until after election, supposed to operate on "petty cash" reserves to the order of billions
  • Mercenaries causing trouble in Iraq
  • Civilian contractors not doing their jobs, bailing out due to insurgency
  • Restructuring of 3rd Infantry and other heavy infantry to be smaller, lighter, faster units coming at a really bad time
  • Desk-job soldiers being forced to fight insurgents
  • Halliburton's no-bid contract to feed the troops leads to troops getting sandwiches and other cold food when they go in debt to their suppliers to the order of $79M - regimes that give their soldiers crappy food should not expect support from their troops...

    Coast Guard:

  • Little support from Navy, National Guard, etc
  • Haiti issues mean increased refugee issues
  • Refugee influx provides cover for drug runners and others
  • Many personnel also military Reserves, deployed overseas

    DEA:

  • Afghan Opium harvest all-time high, much of that coming into US
  • Intelligence agencies, FBI, military distracted by other priorities
  • Ashcroft and otehrs want stronger crackdown on minor offenders, including in contravention of state laws
  • See Coast Guard about drug runners

    INS:

  • Unfunded mandates for greater scrutiny
  • Proposed amnesty - not exactly favored
  • Proposed militarization of the Mexican border - someone needs to tell BushCo they're short one military for that
  • People leaving the US causing logistical problems
  • Not given support for investigations for suspected terrorists in-country

    Labor:

  • Massive unemployment creating heavy overwork
  • Distortion of reports
  • Being forced to operate off of insane job growth predictions

    NASA:

  • Promised funding increase post-Columbia explosion, hasn't gotten it
  • Stuck with antiquated, overpriced shuttle tech because it's big money for the defense contractors
  • Fundamentalist nuts trying to kill Hubble because it proves them wrong about age of universe
  • Science routinely abused and distorted by administration
  • Mars initiative is total BS
  • Resources being diverted to missile defense-related program activities, including Rumsfeld's pet project, the orbital laser array

    Veterans' Affairs:

  • Cuts in benefits and coverage
  • Thousands and thousands of new wounded and otherwise damaged veterans
  • Lack of funding

    Health and Human Services:

  • Religious attacks on birth control, STD rates increasing drastically
  • Medicare solvency issues
  • Medicare problems from new bill
  • Pollution-related health problems
  • See VA

    Commerce:

  • Economy's in the toilet
  • Unrealistic predictions and falsehoods impeding operations

    State:

  • Overruled by neocons at every step
  • Credibility ruined worldwide
  • Other nations becoming increasingly hostile
  • Ambassador Negroponte. 'nuff said.
  • Treatment of Wilson post-yellowcake issue
  • Iraqi CPA full of BC04 staffers thinking only about the election

    Transportation:

  • Port security unfunded and deprioritized
  • Left toally out of the loop on 9/11
  • TSA a major hassle

    Secret Service:

  • Bush target of tremendous number of assassination threats
  • Bush's daughters treat SS agents like crap and make a hell of a lot of work for them
  • Treasury, Homeland Security internal hassles

    Customs:

  • Port security. Again.
  • See Coast Guard, INS, Transportation

    Education:

  • Rod Paige calls NEA terrorists
  • No Child Left Behind unsupported and badly written
  • Abstinence-only sex ed forced on schools, strong rise in teen pregnancies
  • Creationists emboldened and continuing attempts to interfere with teaching of evolution

    Misc:

  • Character assassination and threats against whistleblowers- Richard Clarke is the prime case, and had a number of well-connected friends
  • Homeland Security restructure caused massive upheaval in many agencies - it needed doing, to a degree, but BushCo is hideously incompetent in the execution
  • Problems in one agency mean problems in every agency they work with
  • Funding isn't going anywhere it should
  • Political appointments of ideologues to previously nonpartisan posts causing havoc- especially when many are lobbyists for industries and groups that the holder of the position is meant to keep in check
  • Political polarization leading to infighting
  • BushCo seriously out of touch with reality
  • Bush trying to screw with the Constitution- many of these people remember their oath to defend the Constitution against all enemies, foreign and domestic.

    All that isn't the half of it, either- it's not even half of what's gotten outside the gov't itself.
