"I actually voted...."

Can someone post a link to the full John Kerry speech in which he utters the now-famous $87 billion voting line?  "I actually voted for the 87 billion before I voted against it."  I don't even live in a swing state, and I'm hearing about it from friends.  I am heartsick:  the way the statement shows in the Bush ad is just devastating.
