this is a dodge. the infection had to come from somewhere. some computer attatched to the same network as the ATMs was also attatched to an unsecure network.
how do you suppose local elections officials are going to upload the returns from the Black Box machines?
ATMs provide instant feedback in the form of money, or a receipt -- you know when an ATM is f*cked. if the BBVMs get hosed this way, there will be no way to tell -- until the Pat Buchannan gets a majority of the votes in Miami Beach.
