My question is who is Representative #1?

Representative #1 is all over this case. For pages his illegal connections are exposed... but not his(or hers I suppose) identity... so who is that masked man?

I don't have answers, I'm looking for them. It seems like it'd be Delay, but maybe that's too easy an answer. And is Rep #1 the only one going down with Abramoff?
