The Republican majority has declared "martial law", by which they mean rushing bills through with the Congress having no time to review them. That they choose the term "martial law", rather than something more innocuous like "expedited passage" speaks well of the newfound candor in Republican arrogance. Though they are not speaking the truth of the world they are speaking the truth of their hearts. They are a party governed by the military fetishism that qualified Jeff Gannon so richly to speak for them.
The objective, of course, is to get as much of their long-term agenda through in case they lose one or both houses next year. They're on one of those game-show shopping sprees where they get to keep everything they can stuff in their basket before the timer runs out., They are beginning to worry about the timer running out with a considerable portion of America's treasure, heritage, and reputation still on the shelves, sadly unlooted.
There is only one Democratic response: filibuster everything submitted under martial law. Refuse to even debate the merits: since the bill cannot be reviewed, no one can know the merits. Make clear in all messages to the media that the filibuster is directed, not against this or that specific measure, but against the imposition of martial law on the US Congress. Use the Republicans own words - "martial law" - endlessly; they have given you permission. Say "The US Congress has the right to read the bills it passes"., "The Republicans want to pass bills mindlessly, but we believe in reading and weighing them first". The fact that this whole "sign it, no you can't read it" game started with the Patriot Act, just lends more poignancy to the situation.
