Four issues the 08 legislature must to work on...

There are four issues that I feel are important but not discussed. These issues are important (in my mind) that will help strengthen our democracy and I will be asking my Democratic Senator, Democratic Congressman, and Democratic President to work on after 2008 to help our country in many areas.
more below the fold:
- Contracts
A. All governmental contracts will be issued in a bid process. When it is necessary to a non-bid contract, said contract expires in 60 days with no extentions.
B. When a contract is accepted and awarded to a company, no more than a 5% increase can be awarded for "unforseen cost overruns". How many times do we see a bid that is so low that the cost overruns cost 5 to 10 times more than the actual bid?
C. Said contract and work is guarrenteed completed or a full refund by the company and independent wealth of it's CEO's and its executive board will be forfitted for reimbursement.
- National Holiday- November 4th- Election Day.
As the saying goes, " the more people vote, the more democrats win." So wouldn't it be in our best interests to give people a day off to vote, especially thoughs who live in republican controlled states where it can take 6-8 hours for democratic communities to vote.
- Fairness Doctrine
Unfortunately, a law must be passed that allows equal time for both sides to have a say. Since our friend Sean Hannity screeches (and many others) about the liberal media, I feel it is in our best interest as a democracy to allow both the conservatives and progressives to have a say on radio and telivision. But as progressives, we should have nothing to fear about both sides of an issue to be discussed. This is an issue that I can say I agree with Sean Hannity. The media is controlled by one side and both sides must have the right to be heard. Even if it is Fred Phelps and Bill Donahue.
- Capital Punishment for Corporate Embezzlement and Fraud. I know this will be a hot button for many democrats who oppose Capital Punishment. In most cases, I oppose it also. Though there are times such as Ted Bundy and Jeffrey Dauber who deserve no leniency. I feel we should use the same use of deterrent for white collar crime. Would Ken Lay, jeff Skilling or Adam Fastow committed there crimes if they knew that they could be executed for there crimes?
These are issues that that I feel should be issues in the 08 elections and are asking the dkos community to help bring these to the forefront of the campaign.
Update #1- I was asked by alasmoses to edit #4 because I called it snark. It was the wrong choice of words and thank him for his/her comment.
