Jump Start on Domestic Spying Inquiry--For Real or For Show?

I can't possibly be the first/only one who's going to post about this! Did I miss something? My Cynic-Meter™ almost exploded just now, so I thought I'd diary on this my way, even if someone else beats me to it and does a better job of it.
That being said, the AP Wire is breaking this story as of 829 PM EST Tuesday:
Domestic Spying Inquiry Restarted at DoJ

Yes--that's right. Just days after the brouhaha over Mukasey, The Guy Who Wouldn't Call It Torture, we get this:
The Justice Department has reopened a long-dormant inquiry into the government's warrantless wiretapping program, a major policy shift only days into the tenure of Attorney General Michael Mukasey.
But look--smack in the middle of this Breaking Item, there's a nice paragraph with a glowing review all about the new guy, not just about this long-needed investigation:
"I am happily surprised," Hinchey said. "It now seems because we have a new attorney general the situation has changed (emphasis mine). Maybe this attorney general understands that his obligation is not to be the private counsel to the president but the chief law enforcement officer for the entire country."
SO, here's the questions--is this reality talking here? Does this investigation stand a chance? Will this allow for another crack in the facade of the Unitary Executive Branch, such that we can shine enough light on the Crimes of BushCO, so they may be tried in the court of Impeachment? Or is this just throwing a bone to the rabble that won't stop talking about Impeaching Their Criminal Asses altogether--and a way to put out some good press on this new Attorney General?
Right now, I'm leaning toward the latter, but if someone can tell me why I shouldn't, I'm all ears--er, eyes...
