Verbal Terrorism?

To his credit, John Boehner (R-OH) has never donned an explosives-laden vest and walked into a crowded market, but terrorism is also defined as instilling fear into a civilian population. So is it out of line to suggest that official statements like this from a United States congressman are designed only to scare the bejeebus out of the American people?

Congressman John Boehner (R-West Chester) today issued the following statement on reports that Guantanamo Bay terrorist prisoner Ahmed Khalfan Ghailani has been transferred into the United States:

"This is the first step in the Democrats’ plan to import terrorists into America.
