At 7:02 AM Pacific time, Bush went on the air to name Bolton as UN ambassador, using his power to make recess appointments. This hasn't hit the webs yet, so I don't have a link, but I listened to the announcement live. Or to as much of it as I could stand.
Bush passed over the detail that the Senate committee passed Bolton on witout a recommendation,
and blamed the lack of Senate action on "a few partisan members." This from the most partisan president in memory.
So Bolton goes to the UN as damaged goods. But I think that is what Bush wants. This is the same man who alsmot derailed the Libya talks, stymied the North Korean talks, and generally mishandled his assignments. He wants someone in there who will piss off the UN. He can't quite bring himself to pull the US out of the UN altogether, but that what's he and his base really want, and this is as close as he can come right now.
