CNN's Bill Schneider calls Ronnie Earle indictment payback

On CNN's "The Situation Room"  Bill Schneider just characterized the Tom Delay indictment as political payback by Ronnie Earle (as he named it the "#5 Political Play of the Year."  All this from Schneider, who is a fellow of the American Enterprise Institute.

Why have our Iraq fatalities nosedived?

1897 American soldiers have been killed in Bush's war. As we approach 2000 American soldiers killed in Iraq, the number of coalition fatalities so far this month is the lowest since February of 2004.

The number of dead this month is 1.07 a day, down from 2.75 in August  and 1.87 in July.  Since the January 31, 2005 elections an average of 2.13 coalition soldiers have been killed a day. Does this apparent downturn represent a statistical fluke, a change in our strategy or a change in the insurgents' strategy?  

Or is the Pentagon managing the release of the casualty figures to minimize political damage?  While I don't believe that they could keep a secret for long, I have no doubt that they could keep a lid on the numbers for a week or 2.  I know---tin-foil hat time---but what's up?
