Eleven years ago, I was a stupid kid. I was twenty years old, squandering my potential, having too much fun, wasting time. I was two semesters through a bachelor's degree in education, but spent most of my time majoring in Beer 101. And then, one day, everything changed. I took a home pregnancy test on a whim, and it turned pink.
As fate would have it, right around the time I was discovering my impending motherhood, another landscape was changing forever. For that was the year Bill Clinton signed the Personal Responsibility and Work Opportunity Reconcilliation Act of 1996 (aka Welfare Reform) into law.
