Curious about both the history of FEMA , or - more specifically- just where did the bright idea originate that dismantling a successful and vital componant of our own National Security would be a neat idea...?

In July 1993, massive floods struck the Midwest. ABC's Brit Hume reported that when Clinton visited Iowa flood victims, he was playing the role of the "comforter"--"almost the national chaplain to those in distress."
The New York Times and USA Today ran a front page picture of him hugging a 24-year-old woman as she cried on his shoulder.
Is there *anything these guys won't steal???

I am not a military expert, nor do I possess the writing skills to address everything I see that's just plain wrong in the following two articles posted as news stories at Army Times.
Two questions torn from the swirling hurricane of questions howling in my head, ripping at my soul:
Who told this General what his mission was?
Did anyone in the chain of command have any idea what these AMERICAN TAXPAYING CITIZENS had been through during the five days they spent waiting for help?
