Is the Party trying to take over the Grassroots?

This past weekend, the California Democratic Council (CDC) held elections for new officers for the next two years. For those of you who don't know, the CDC is an affiliation of grassroots democratic clubs of California, established in 1955 by Alan Cranston.
As usual, there were two warring factions, but what makes this event particularly interesting (for California) was that the usual dichotomy of no cal vs. so cal wasn't there: it was the party vs. the grassroots. The establishment won by what appears to be a rigged vote.
