Perle had just started his comments Thursday when a protester threw a shoe at him before being dragged away, screaming, "Liar! Liar!"

Faced with an $8 billion budget shortfall, California Gov. Arnold Schwarzenegger tried to rally his state's congressional delegation Thursday to stand together to "get everything possible" for the state.

"We are not asking the White House, and we are not asking the federal government or anyone in Washington to bail us out," Schwarzenegger said. "We are not asking to go and get a handout. We just want our fair share."

Schwarzenegger said his administration is grappling with problems "that were created in California by Californians." But he said California has some "unusual problems" that he considers a federal responsibility, such as the incarceration of undocumented immigrants.

WASHINGTON (CNN) -- Faced with an $8 billion budget shortfall, California Gov. Arnold Schwarzenegger will visit the nation's capital Thursday, with a bipartisan group of state legislators in tow, to lobby for a larger piece of the federal pie for the Golden State.

The cross-party effort, which is being billed as "unprecedented," puts the actor's star power to work with fellow Republicans who control the levers of power in Washington.

California leaders have long complained their state gets a smaller share of federal money, based on the amount contributed to federal coffers, than almost any other state. State Democrats plan to wear lapel stickers Thursday reading "79c," designed to draw attention to their estimate that the nation's most populous state gets only 79 cents for every dollar it sends back to Washington, D.C.

Gore Claims Bush Has 'Crisis' Analysis All Wrong

Today the Kyoto Protocol enters into effect for the 141 nations
that are signatories to the treaty. While most of the
industrialized world has signed on to this global effort to
combat climate change, the United States, the largest emitter of
greenhouse gases, has been noticeably absent from the process
since the Bush administration's withdrawal in 2001. Yesterday
former Vice President Al Gore spoke out on the Kyoto Protocol,
below are excerpts from his speech.

"Unfortunately we have also seen over the last few years a
decision on the part of the Bush White House to withdraw from
the global process by which this crisis is being confronted.
President Bush has instead directed the nation's attention and
resources toward false crises while refusing to acknowledge a
real crisis that is unfolding right before our eyes..."

Al Gore fights automakers' emissions suit

Former Vice President Al Gore will call on automakers to drop their lawsuit against California's tough new vehicle emissions standards tonight -- an appeal designed to coincide with today's implementation of the Kyoto treaty to curb world output of global-warming gases.

Tuesday, Gore told reporters that the United States' refusal to join 140 countries in the Kyoto pact is a moral failing and that California's car emissions rules -- the toughest in the world -- help to fill that vacuum.

The California law, adopted in September, is the first in the nation to limit carbon dioxide emissions from vehicles. Excessive carbon dioxide is believed to be the main global warming factor.

SACRAMENTO - Former Vice President Al Gore joined statewide elected officials in predicting that decisions Monday by the nation's largest public pension system will boost worldwide efforts by companies to control gases believed to be contributing to global warming.

The actions by the California Public Employees' Retirement System come two days before the Kyoto Protocol takes effect, under which nations not including the United States have agreed to trim so-called "greenhouse gases" generated by industry and vehicles.

SACRAMENTO, Calif. (AP) -- Although Gov. Arnold Schwarzenegger has not revealed whether he will seek re-election, the California Republican Party on Sunday changed a party rule and endorsed him 16 months before the 2006 gubernatorial primary.

Delegates at the state GOP convention decided to make an exception to the party's policy of not endorsing candidates before the primary elections so Republicans can pay some early expenses - such as bulk mailing and voter registration- should Schwarzenegger decide to run again.

Mayor calls for gay marriage support

SAN FRANCISCO (AP) -- Marking the anniversary of his decision to sanction same-sex marriages, Mayor Gavin Newsom on Saturday urged gay couples to back politicians who support gay marriage, saying it is time "to hold our elected officials accountable."

"It is no longer acceptable for politicians to come to you every election cycle and ask for money and then say, 'It's too much, too soon,'" Newsom told about 3,000 gay and lesbian supporters during a ceremony to remember the anniversary of last year's "Winter of Love," the four-week period when his administration granted marriage licenses to same-sex couples.

WASHINGTON (AP) -- The Federal Aviation Administration received repeated warnings in the months prior to September 11, 2001, about al Qaeda and its desire to attack airlines, according to a previously undisclosed report by the commission that investigated the terror attacks.

The report by the 9/11 commission detailed 52 such warnings given to FAA leaders from April to September 10, 2001, about the radical Islamic terrorist group and its leader, Osama bin Laden.

The commission report, written last August, said five security warnings mentioned al Qaeda's training for hijackings and two reports concerned suicide operations not connected to aviation. However, none of the warnings pinpointed what would happen on September 11.

Franken says he won't run for Minn. seat

WASHINGTON (AP) -- Comedian and liberal talk show host Al Franken said he won't run for the U.S. Senate seat being vacated by Mark Dayton next year, saying he was committed to his radio show.

"I believe in honoring my commitments," Franken said Thursday. "I agreed to do two more years on Air America radio."

Franken, a veteran of "Saturday Night Live," was born in New York City and lives there now, but grew up in the suburbs of Minneapolis. He had talked about challenging Sen. Norm Coleman, R-Minn., in 2008, but Dayton's surprise departure gave him the chance to run earlier without challenging an incumbent Democrat.
