    Perry may have luittle control over the process, but he still fears political consequences.  So, instead of dealing with the political consequences of issuing a 30 day stay, he let the execution go forward and then when the issue remained alive even after the man was dead, he made the political calculation to tweak the investigation.  

    It's his active cheerleading of the death penalty, and then what appears to be obstruction of an investigation for political purposes that is the issue here.  He probably couldn't have saved Willingham, but he could have acted on evidence to grant a 30 day stay.  Barring that, he could have addressed the issue honestly and permitted a proper investigation.  He did neither, and he owns that execution as a result.
