The Sherman Anti-Trust Law exempts two organizations from competition:  Major League Baseball and Insurance Companies.  It was judged, back when the law was written, that insurance was not "commerce".  Since then, the Insurance Cartel has divided up the States and don't compete in any of them.  Republicans know this, of course, and that's why, when they insist on letting the Insurance Companies compete, it sounds so hollow.   They don't have to compete and they know it.
