    They can in some circumstances. The laws have been deeply disputed about whether parents need to be there or not because of the gang enhancement pacts. There's a huge issue with getting kids to sign gang pacts which put them up a rung as offenders of any future petty crimes, and often parents aren't even aware of this. While I've never been able to figure out how this was legal, it's definitely been happening because we heard public testimony from tons of people. The Sheriff's Department scratched their head and said, "Hm, I don't know, must not have happened."

    The ACLU was there. They scratched their heads back.

    This was in '07, post-Copley, so it's a little hard to know what's what. I don't know that it was ever resolved.
