    enacted by anything less than two-thirds of the voters. Otherwise it's one generation of voters effectively disenfranchising a portion of the next generation of voters.

    I think this would be a good counter-initiative to run against 2/3 amendments.

    In California, I argue that Prop-13 gives every Democrat in the legislature one vote on revenue increases, and every Republican 1-1/2 votes.

    Even now that the Dems have achieved a supermajority in Sacramento, the 2/3 rule, and the threat of slipping below the 2/3 threshold at the next election has cast a pall on any discussion of rational taxation.

    We have to speak out against the "tyranny of the minority", and stop these amendments in their tracks, wherever they are proposed.
