&#x3C;h4&#x3E;Leading Off&#x3C;/h4&#x3E;

&#x3C;p&#x3E;&#x2022;&#x3C;span&#x3E;&#xA0;&#x3C;/span&#x3E;&#x3C;strong&#x3E;GA-Gov&#x3C;/strong&#x3E;: On Tuesday, Secretary of State Brian Kemp&#x3C;span&#x3E;&#xA0;&#x3C;/span&#x3E;&#x3C;a href=&#x22;https://www.myajc.com/news/state--regional-govt--politics/georgia-republicans-give-nod-kemp-governor-race/dtybERqCFb9osCrjaT6xuL/&#x22;&#x3E;defeated Lt. Gov. Casey Cagle&#x3C;/a&#x3E;&#x3C;span&#x3E;&#xA0;&#x3C;/span&#x3E;in the GOP primary runoff for governor of Georgia in a 69-31 landslide. In November, Kemp will face former state House Minority Leader Stacey Abrams, who decisively won the Democratic nomination in May, in what is shaping up to be a hotly contested election.&#x3C;/p&#x3E;

&#x3C;p&#x3E;Cagle, who had spent much of the race as the frontrunner, had led Kemp 39-26 the May primary and should have favorite in the runoff. But things quickly went wrong for him after one of his former opponents &#x3C;a href=&#x22;https://www.dailykos.com/stories/2018/7/10/1779199/-Morning-Digest-Georgia-GOP-candidate-says-his-own-primary-was-a-race-to-be-the-craziest&#x22;&#x3E;released damaging audio&#x3C;/a&#x3E; from a conversation with Cagle he&#x27;d secretly taped. The recordings made Cagle look like the worst sort of venal, calculating politician, and as his campaign struggled to respond, Kemp picked up Donald Trump&#x27;s support in a surprise. In today&#x27;s cult-of-personality GOP, that was enough to seal Cagle&#x27;s doom.&#x3C;/p&#x3E;

&#x3C;p&#x3E;Democrats had been watching the Republican firefight with glee, but they haven&#x27;t held the governor&#x27;s mansion since Roy Barnes lost re-election in 2002. However, Team Blue hopes that Abrams will break their losing streak. Abrams, who would be the first black woman to serve as governor of &#x3C;em&#x3E;any&#x3C;/em&#x3E; U.S. state, is a strong fundraiser, and she&#x27;s counting on turning out black voters (especially black women), young people, and other voters of color who traditionally have made up a smaller share of midterm electorates compared to presidential elections.&#x3C;/p&#x3E;

&#x3C;p&#x3E;Kemp also gives Abrams an opponent who could not only inspire Democrats to head to the voting booths but also cost Team Red moderate voters. While Cagle was a fairly bland establishment figure (albeit one close to the NRA), Kemp has run Trumpesque-ads pitching himself as a &#x22;politically incorrect conservative.&#x22; In one &#x3C;a href=&#x22;https://www.dailykos.com/stories/2018/5/10/1763202/-Morning-Digest-Inside-GOP-Rep-Robert-Pittenger-s-upset-primary-loss-in-North-Carolina#8&#x22;&#x3E;particularly infamous spot&#x3C;/a&#x3E;, Kemp declared, &#x22;I got a big truck, just in case I need to round up criminal illegals and take &#x27;em home myself.&#x22; However, the Republican nominee still has a bit more room for error than Abrams in a state that backed Trump 50-45, and Daily Kos Elections rates the general as &#x3C;a href=&#x22;https://www.dailykos.com/stories/2018/6/4/1769407/-Daily-Kos-Elections-2018-race-ratings&#x22;&#x3E;Lean Republican&#x3C;/a&#x3E;.&#x3C;/p&#x3E;

&#x3C;p&#x3E;Georgia also has an unusual law that could complicate the race. If no one takes a majority of the vote on Nov. 6, the top-two candidates will &#x3C;a href=&#x22;http://sos.ga.gov/index.php/elections/2018_elections_and_voter_registration_calendar&#x22;&#x3E;face off in a Dec. 10 runoff&#x3C;/a&#x3E;, and with Libertarian Ted Metz and independent Larry Odom &#x3C;a href=&#x22;https://www.mdjonline.com/news/third-party-candidates-qualify-for-upcoming-election/article_ec5951ee-256f-11e8-b968-87faf1f96cec.html&#x22;&#x3E;on the ballot&#x3C;/a&#x3E;, there&#x27;s a real chance this could happen. (Confusingly, any runoff for federal races wouldn&#x27;t be until January.) It&#x27;s hard to say how a December runoff might impact turnout, which adds some extra unpredictability to this contest.&#x3C;/p&#x3E;

&#x3C;p&#x3E;&#x3C;a href=&#x22;#2&#x22; name=&#x22;2&#x22;&#x3E;&#x25CF;&#x3C;/a&#x3E; &#x3C;strong&#x3E;SC-01&#x3C;/strong&#x3E;: Rep. Mark Sanford got more time to explore the Appalachian Trail on Tuesday night when state Rep. Katie Arrington defeated him in the Republican primary for South Carolina&#x27;s 1st Congressional District.&#x3C;/p&#x3E;

&#x3C;p&#x3E;Sanford, who &#x3C;a href=&#x22;https://twitter.com/alanblinder/status/1006727921468411904&#x22; title=&#x22;&#x22;&#x3E;conceded defeat hours after the polls closed&#x3C;/a&#x3E;, trailed Arrington 50.6-46.5 with 99 percent of precincts reporting when we put the Digest to bed. Until Tuesday, Sanford had shown a knack for &#x3C;a href=&#x22;https://www.dailykos.com/stories/2017/2/20/1635027/-Morning-Digest-Another-political-abyss-beckons-to-Mark-Sanford-and-he-doesn-t-seem-to-care&#x22; title=&#x22;&#x22;&#x3E;surviving self-inflicted political disaster&#x3C;/a&#x3E;. However, the former governor only defeated an underfunded state representative 56-44 in the 2016 primary, a sign that he didn&#x27;t exactly have a solid base of support behind him in this seat that runs along South Carolina&#x27;s southern coast, even years after his &#x3C;a href=&#x22;https://www.dailykos.com/stories/2018/5/15/1764314/-Morning-Digest-Connecticut-GOP-convention-whittles-down-crowded-primary-field-for-governor#27&#x22; title=&#x22;&#x22;&#x3E;2009 sex scandal&#x3C;/a&#x3E; and 2013 comeback.&#x3C;/p&#x3E;

&#x3C;p&#x3E;Yet despite his poor showing, Sanford continued to take risks by criticizing Trump numerous times despite usually voting with him. The congressman didn&#x27;t seem to really care, &#x3C;a href=&#x22;https://www.dailykos.com/stories/2017/2/20/1635027/-Morning-Digest-Another-political-abyss-beckons-to-Mark-Sanford-and-he-doesn-t-seem-to-care&#x22;&#x3E;musing to Politico&#x3C;/a&#x3E; as far back as February of last year that he was &#x22;a dead man walking. If you&#x27;ve already been dead, you don&#x27;t fear it as much. I&#x27;ve been dead politically.&#x22;&#x3C;/p&#x3E;

&#x3C;p&#x3E;Sanford &#x3C;a href=&#x22;https://www.politico.com/story/2018/06/10/mark-sanford-primary-trump-south-carolina-635357&#x22;&#x3E;kept digging his grave&#x3C;/a&#x3E; over the ensuing months, opining that Trump had done &#x22;some weird stuff&#x22; in office (though he was hardly one to talk) and calling Trump&#x27;s tariffs &#x22;an experiment with stupidity.&#x22; All of that suited Arrington just fine: She ran ad after ad arguing that the district needed a pro-Trump loyalist like herself. Arrington also didn&#x27;t shy away from hitting the congressman over his old scandals as she implored voters to turn the page on the Mark Sanford era.&#x3C;/p&#x3E;

&#x3C;p&#x3E;Trump himself &#x3C;a href=&#x22;https://www.nytimes.com/2018/06/12/us/politics/mark-sanford-trump.html&#x22;&#x3E;tweeted out his support for Arrington&#x3C;/a&#x3E; three hours before the polls closed, declaring that Sanford was &#x22;nothing but trouble&#x22; and &#x22;better off in Argentina.&#x22; His endorsement came too late to move the needle in any material way, but Sanford&#x27;s downfall is going to make congressional Republicans even more unwilling to part with Trump on anything for fear of becoming the next Mark Sanford (minus all that Appalachian Trail stuff, of course).&#x3C;/p&#x3E;

&#x3C;p&#x3E;Sanford also became just the second House member to lose renomination this cycle, following Republican Robert Pittenger in North Carolina, who &#x3C;a href=&#x22;https://www.dailykos.com/stories/2018/5/10/1763202/-Morning-Digest-Inside-GOP-Rep-Robert-Pittenger-s-upset-primary-loss-in-North-Carolina&#x22;&#x3E;narrowly went down under rather different circumstances&#x3C;/a&#x3E; last month. While South Carolina&#x27;s 1st Congressional District narrowed somewhat at the presidential level in 2016, going from 58-40 Romney to 53-40 Trump, it&#x27;s very likely to stay red. However, Democrat Joe Cunningham &#x3C;a href=&#x22;http://docquery.fec.gov/cgi-bin/forms/C00650507/1235706/&#x22;&#x3E;had raised some $527,000&#x3C;/a&#x3E; as of the last week of May, not far behind the $583,000 Arrington&#x27;s taken in during her campaign.&#x3C;/p&#x3E;

&#x3C;p&#x3E;&#x3C;a href=&#x22;#1&#x22; name=&#x22;1&#x22;&#x3E;&#x25CF;&#x3C;/a&#x3E; &#x3C;strong&#x3E;PA-06&#x3C;/strong&#x3E;: In one final bid to make life as painful for his party as possible, retiring Rep. Ryan Costello announced on Tuesday that he was &#x3C;a href=&#x22;http://www.philly.com/philly/news/politics/ryan-costello-congress-primary-gerrymandering-withdraw-20180327.html&#x22;&#x3E;yanking his name from the May 15 GOP primary ballot&#x3C;/a&#x3E; for Pennsylvania&#x27;s 6th Congressional District. A few hours later, Costello &#x3C;a href=&#x22;https://www.scribd.com/document/374964471/Ryan-Costello-paperwork-withdrawing-from-May-PA-06-primary-ballot&#x22;&#x3E;officially notified the state&#x3C;/a&#x3E; that he had withdrawn from the race.&#x3C;/p&#x3E;

&#x3C;p&#x3E;The only Republican who is running for this now-open suburban Philadelphia seat is attorney Greg McCauley, a veritable Some Dude with no known support network and very uncertain finances. As such, he&#x27;s far from the ideal GOP nominee for a seat that got significantly more Democratic due to court-ordered redistricting: While Costello&#x27;s old seat (also numbered the 6th) support Mitt Romney 51-48 and Hillary Clinton by just half a point, the new version of the 6th backed Barack Obama 51-47 and Clinton 53-43. However, Team Red may just have to suck it up.&#x3C;/p&#x3E;

&#x3C;p&#x3E;Costello frustrated Republicans when he filed to run for re-election, only to announce days later &#x3C;a href=&#x22;https://www.dailykos.com/stories/2018/3/26/1751622/-Morning-Digest-Republican-Ryan-Costello-bails-from-at-risk-Pennsylvania-seat-after-filing-deadline&#x22;&#x3E;that he wouldn&#x27;t seek a third term&#x3C;/a&#x3E;. If Costello had stayed in the ballot just long enough to officially win the GOP nomination, local Republicans would have been able to choose a new nominee after he dropped out.&#x3C;/p&#x3E;

&#x3C;p&#x3E;But now, their options are fewer, and none are good. Republicans could consolidate behind McCauley and hope he can run a good campaign with their help; they could instead attempt to convince him to drop out after he wins the GOP primary so that they could still belatedly pick another candidate; or, perhaps toughest of all, they could run a write-in candidate against McCauley in May.&#x3C;/p&#x3E;

&#x3C;p&#x3E;For what it&#x27;s worth, it seems like &#x3C;a href=&#x22;http://www.philly.com/philly/news/politics/ryan-costello-congress-primary-gerrymandering-withdraw-20180327.html&#x22;&#x3E;they&#x27;re going with door number one&#x3C;/a&#x3E;. Val DiGiorgio, who chairs both the state and Chester County GOP, said Tuesday, &#x22;We&#x27;ve got a candidate in the race, Greg McCauley, I think we&#x27;ve got to get to know him a little bit better and [put] a team around him,&#x22; adding, &#x22;We&#x27;ve got some hard work ahead of us.&#x22; He&#x27;s not kidding about that last part: No matter what, businesswoman and Air Force veteran Chrissy Houlahan is now a heavy favorite to turn this seat blue in November.&#x3C;/p&#x3E;
