It&#x27;s called the &#x3C;a href=&#x22;http://bit.ly/9CnqB7&#x22;&#x3E;Twenty-First Century Communications and Video Accessibility Act of 2010&#x3C;/a&#x3E;. What does this law do?&#x3C;/p&#x3E;

&#x3C;p&#x3E;For starters, it makes the Internet accessible to the deaf community by requiring television programming to be captioned on the Internet, a closed-caption button on television remotes, and hearing aid compatibility for smartphones.

&#x3C;/blockquote&#x3E;
&#x3C;p&#x3E;&#x3C;strong&#x3E;This is a big f***ing deal for me, because for a long time before Hulu started captioning some of their television broadcasts, a lot of television episodes on the internet weren&#x27;t captioned, and we were left out as a result as deaf viewers. &#x3C;/strong&#x3E;And it&#x27;s really hard to get to the menu to display closed-captioning on HDTVs, and in some cases, these closed captioning displays were intentionally disabled. It was very confusing for many of my friends in the deaf community. Hearing aid compatibility on smartphones is also a big deal. I can hear on my iPhone 4G, but a lot of noise leaks out, and it&#x27;s not compatible with my telecoil on my cochlear implant.&#x3C;/p&#x3E;

<title>Great News In Accessibility For The Deaf Community!</title>

<description>&#x3C;p&#x3E;As a deaf person, this bit of good news hits close to home for me personally---the issue of being able to go to a movie theater and having access to a captioned showing. When I lived in D.C., there were so many movie theaters with captioned showings because of the large deaf community, so I felt like I could spontaneously go to the movies with my husband, then my fiance. Now, being here in Texas, it&#x27;s very hard to find a captioned showing, and when there is one---it&#x27;s usually for a bad movie or a children&#x27;s movie.&#x3C;/p&#x3E;

&#x3C;p&#x3E;Here&#x27;s the news straight from the &#x3C;a href=&#x22;http://www.nad.org/news/2010/1/one-step-closer-going-movies&#x22;&#x3E;NAD blog&#x3C;/a&#x3E;:&#x3C;/p&#x3E;

&#x3C;p&#x3E;On January 13, 2010, the U.S. Court of Appeals for the Ninth Circuit heard arguments in the Arizona disability discrimination case against Harkins movie theaters. &#x26;nbsp;The judges seemed inclined to decide that the display of captions and transmission of audio description services is required by the Arizona state law against disability discrimination and the Americans with Disabilities Act (ADA). &#x26;nbsp;The judges also seemed to think it was the right thing to do. &#x26;nbsp;One judge told the movie theaters&#x26;rsquo; lawyer, &#x3C;strong&#x3E;&#x22;You can . . . be the good guys, or you can be dragged kicking and screaming and look like jerks.&#x22;&#x3C;/strong&#x3E;

<title>Captioning is not a bonus feature: or, &#x27;Up&#x27; to no good</title>

<description>&#x3C;p&#x3E;&#x3C;em&#x3E;(This is adapted from a LiveJournal post which was featured by &#x3C;a href=&#x22;http://consumerist.com/5405145/disney-removes-closed-captioning-from-up-rental-release&#x22;&#x3E;Consumerist&#x3C;/a&#x3E;. I figured this needed to be spread as far and wide as possible, so I&#x27;m posting about it to DKos as well...)&#x3C;/em&#x3E;&#x3C;/p&#x3E;

&#x3C;p&#x3E;I had put Pixar&#x27;s latest movie, &#x3C;em&#x3E;Up&#x3C;/em&#x3E;, in my Netflix queue earlier this week. In a fit of amazing luck, it came in the day it was released in stores. So I stick the disc into my DVD player...&#x3C;/p&#x3E;

&#x3C;p&#x3E;No closed captions.&#x3C;/p&#x3E;

&#x3C;p&#x3E;Hm. OK, that&#x27;s strange; DVDs distributed by Disney, as Pixar&#x27;s are, usually include closed captions. Maybe it&#x27;s one of those DVDs where you have to turn subtitles on through the DVD player rather than the TV, like some other studios have done...&#x3C;/p&#x3E;

&#x3C;p&#x3E;...nope. Hitting the subtitle button on my DVD remote just gives me a big &#x27;no&#x27; sign.&#x3C;/p&#x3E;

&#x3C;p&#x3E;Maybe I have to go through the menu?&#x3C;/p&#x3E;

&#x3C;p&#x3E;...nope, &#x3C;em&#x3E;that&#x3C;/em&#x3E; gives me a big &#x27;no&#x27; sign as well.&#x3C;/p&#x3E;

<title>Obama&#x27;s education speech and accessibility</title>

<description>&#x3C;p&#x3E;So we&#x27;ve all heard about it by now: President Obama is going to be giving a speech to schools across the nation (well, &#x3C;em&#x3E;some&#x3C;/em&#x3E; schools, anyway) that will be simulcast via cable, satellite and the web.&#x3C;/p&#x3E;

&#x3C;p&#x3E;But even in the schools that do air it, will every student actually be able to access the information given in the speech, regardless of whether or not they can hear it? Possibly... and possibly not.&#x3C;/p&#x3E;

<title>Thanks for restoring my faith in humanity... and a call for more help...</title>

<description>&#x3C;p&#x3E;Yes, sorta. I still have problems. But the days are a little brighter now.&#x3C;/p&#x3E;

&#x3C;p&#x3E;A little over a year ago I wrote a diary called &#x3C;a href=&#x22;http://www.dailykos.com/storyonly/2008/8/11/566248/-Transcripts-Could-Save-Democracy&#x22;&#x3E;&#x22;Transcripts could save democracy.&#x22;&#x3C;/a&#x3E; The thrust of this diary was as follows: DailyKos was including more and more video; video logs and blogs are becoming fast part of the internet community. But most of these were inaccessible to many hard of hearing and deaf people. This ten per cent of our country is a voting bloc that needs to be included - there&#x27;s political safety in numbers. I asked the community to add more transcripts or subtitles to their video.&#x3C;/p&#x3E;

&#x3C;p&#x3E;I didn&#x27;t have too much hope. After all, movie theaters refuse to use open captioned films because hearing people complain about seeing words on the screen, and online subtitling is nearly nonexistent. But I asked the community and I kept my fingers crossed.&#x3C;/p&#x3E;

<title>Will Barack Obama&#x27;s 30-Minute TV Address BE Captioned???</title>

<description>&#x3C;p&#x3E;I know it&#x27;s not a question that many ask, but I do and it&#x27;s because I&#x27;m deaf. Ever since I heard about Barack Obama&#x27;s plan for a 30 minute address on the channels next week, that question has been weighing on my mind. For many of us in the deaf community, and those outside of it who are hearing-impaired or suffer some degree of deafness, there&#x27;s nothing worse than tuning in to a show or movie you really want to watch, and finding out it&#x27;s not captioned.&#x3C;/p&#x3E;

&#x3C;p&#x3E;I&#x27;ve tried to contact the Obama HQ by relay to ask them this question, but there&#x27;s no one that picks up the phone, so I&#x27;m going to post this diary to see if my question can be answered.&#x3C;/p&#x3E;

<title>Slackers Deserve Subtitles, Too</title>

<description>&#x3C;p&#x3E;Dear Michael Moore,&#x3C;/p&#x3E;

&#x3C;p&#x3E;I appreciate the fact that you decided to release your latest documentary onto the Internet for free, in an open, un-DRM-encumbered format for anyone to download.&#x3C;/p&#x3E;

&#x3C;p&#x3E;However, I&#x27;m a bit less pleased with one particular aspect of how this was distributed.&#x3C;/p&#x3E;

&#x3C;p&#x3E;You see, I have auditory processing disorder. I&#x27;m not hearing-impaired in the typical sense, but nonetheless, I do often have trouble making out what people are saying, particularly when there&#x27;s a lot of background noise, a lot of reverb, or poor recording quality. And it&#x27;s only worse when I&#x27;m tired or stressed; in cases like that, I sometimes even miss what people in the same room are saying to me.&#x3C;/p&#x3E;

&#x3C;p&#x3E;Thus, I was very pleasantly surprised by the DVD release of &#x3C;em&#x3E;Sicko&#x3C;/em&#x3E;, on which every single feature&#x26;mdash; not just the feature film, but every single bit of bonus content on the DVD&#x26;mdash; had a subtitle track available. (And the Tony Benn interview was awesome.)&#x3C;/p&#x3E;

&#x3C;p&#x3E;But apparently I may have to shell out for the DVD of &#x3C;em&#x3E;Slacker Uprising&#x3C;/em&#x3E;, rather than using the free download, if I merely want to make out everything that was said in it. And to add insult to injury, it&#x27;s not even made clear on the promotional site whether the DVD has subtitles either.&#x3C;/p&#x3E;
