devil's advocate question: what if the revolt is successfully put down?

what does that mean about the progress of war?  what are the political consequences for bush? for kerry? what happens next? i don't have any answers, but i think that it's important to prepare for the eventuality (even if you think it's unlikely). i understand that these are hypothetical questions, but i'm not interested in explanations as to why it's not going to happen.
