Where DOES Kerry have staff?

DavidNYC reports that Kerry has no staff in the important swing state of Ohio. Commenters in that thread show that Kerry also doesn't have staff in Michigan or Minnesota. These are all important swing states in the upcoming election, and Kerry is said not to staff them until May or June.

This is worrisome, and leads me to a simple question: Where does Kerry have staff?
